If you accept the premise that there's only so much press time you're going to get, then it's a matter of priorities.

Ultimately it's voters who hold the government accountable, and if you don't present a substantial and desirable alternative then it doesn't really matter what scandals there may be.

If voters do respond to the scandals and elect a group that doesn't have sound policies, well that's a cure that's worse than the disease.
