It's something that can be done by a lay person and all of the forms are available to the general public, but it's not a bad idea to consult an immigration lawyer to assist (it's a fairly document intensive application). Also, please note that there is a difference between immigration lawyers (who are licensed to practice law) and immigration consultants (who have registered themselves to assist on immigration matters but are not lawyers). I won't go into specifics but I would suggest dealing with the former as opposed to the latter.
