At this point, I don't think the viewer is really even supposed to know who Benny really is.
I'm expecting him to become much bigger character as the seasons progress but I think the show has intentionally slipped him in there quietly.

There's a few other big historical figures that I could see coming into the show on the Lucky/Myers side of things too. Especially now that they've fallen out with Rothstein.

Luciano doesn't really get big until the late 20's and the moustache petes don't get killed off until 1931, which is when him and Lansky et all really become bigtime. I doubt we'll see any of them big time unless they use it as part of the closing of the series. Capone, however, has his pinnacle right in Boardwalk's timeline wheelhouse.
