Well, he governs the largest city (~3.5 million) and highest profile city in the country. There are probably another 4 million people or so in satellite cities that are immediately affected by how Toronto fairs, and indirectly it affects the country as a whole. It is not like he is such a terrible mayor that he is going to run TO into the ground.
Even some of his haters have said he has done some good things for the City during his time as mayor its just that he also does some incredibly stupid things as well.
