I wouldn't say elite because I don't think any of the QB's this year played at an elite level but he is probably the 3rd/4th best QB in the league behind Lulay, Burris and tied with Calvillo.
Maybe Lulay will be better, because he's still young, but that's Ray's 3rd Grey Cup, tied with Calvillo, and Burris has merely 1. Further, Ray doesn't make the mental mistakes that Burris does, and he has a better arm than Calvillo who is otherwise the same kind of QB with the same skills.

What exactly is wrong with Ricky Ray other than that he's not that mobile? He completes a very high percentage of his passes, doesn't throw many interceptions, can huck the ball deep if he wants to, can control the clock if he needs to, and takes mediocre teams to championships. That is hardly the mark of the 3rd or 4th best QB in the CFL.
