Won't find anything lower than $5 on the strip. A few places on the fringe of Fremont had $3 (Main St Station, IIRC), as did Bass Pro. If you purchase the current Blackjack News (published by Stanford Wong) for $15 it'll outline all the table minimums and rules.

Keep in mind that the lower the limits, the worse the rules, and the higher the house edge. When looking for a cheap table (when I say cheap I mean $5), look for automatic shufflers. They generally keep the limits lower and the rules better as it more or less negates card counting.
