I can, especially when all scoring plays are automatically reviewed and non-scoring plays are not. In the NFL when a play that that happens where an official isn't on the goal line or in a great spot to determine the call, they defacto call it a touchdown, knowing that it will get reviewed. As a result the proper call will be made and no team will have to ponder or risk making a replay challange. That's best practice.
That all said that's with the understanding that there's enough camera angles available to make the call. Agreed, bad on the league / TSN for not having the goal-line camera on that play.
