Man, who would steal 20 bucks from a child?! The way your story started off, it sounded like perhaps one of their friends or a family members child, took it from them. Perhaps they were playing with some friends or cousins upstairs? That would make a lot more sense, and wouldn't be nearly as bad. But it sounds like you've ruled that out.
To only other thing that would make sense would be someone you know who is really struggling financially. Maybe cause of addiction or something. Or maybe a klepto?
As others said, you need proof first. Shouldn't be too hard to bait them. Though I wonder if they would do it again, you gotta think they would know that you've noticed it by now.
However, criminals always amaze me with their stupidity.
