Microsoft does not get a cut of any game on the PC, nor any XBox game that they don't publish themselves. quite the opposite in fact, you have Microsoft and Sony paying publishers royalties to have things like exclusive titles for a certain period of time, or bonuses in games for a certain platform (like the additional Assassin's Creed 3 missions for the PS3 version). the retailer cut of a game is also way lower than $20, you're looking at maybe $5 per game. retailers make the bulk of their profits from used games, or strategy guides, or warranties

the bulk of a retail sale will go to the publisher, like EA or Activision, with the rest going to the development team
