(Although Toronto gives us a good run for the title). Seriously, it took 35 minutes to luggage to reach the belt. Is this the airlines responsibility or the airports? Should be be bashing the airlines or ramp rats employed by the airport itself?

I've found Calgary pretty quick with the baggage. But I've been flying WestJet into Calgary and it could be different with Air Canada.
