At a 4-way stop, if the guy who should proceed next, cannot because a pedestrian crosses in front of them, do they lose their turn in the queue? Should the other cars wait, or just go on their regular turns and the guy who had to wait is treated as if they just approached the 4-way?
I was stuck behind a car that waited until the next car in the queue went, even though it had to wait for a pedestrian and it made me wonder if that is really the right protocol.
Also, say two cars could go at the same time without interfering with each other, eg) opposing vehicles both making right or left turns, is it legal (albeit not necessarily safe if one changes their mind)?
