I agree. That puts the deal in peril, in my opinion. Joyce Clark getting bounced also sends a huge message to the rest of council.
As it stands, she may abstain from voting because of the criticism she would been under and if that's the case now you're down to a 3-3 tie which outgoing Mayor Scruggs would shoot down.
And if she doesn't, knowing that she was bounced and the fact it's normally difficult for an incumbent to lose, that might make the remaining councillors gun shy.
