I could see him not doing it. I think he self identifies more with the metropolital/environmentalist wing of the Dems than the union/blue collar wing. Stopping a big bad bad foreign greenhouse gas enabling pipeline feels like it could be a legacy issue for him, and he doesn't need union voters to win midwest states again. I certainly hope he allows it because it'd be good for Calgary, but I don't think it's a slam dunk.
