Nobody knows how much they offered, it's been reported 25-30 million or less or more. It's not that big of an issue now. The Jays were smart where they spent their money IMO, international free agents and really taking advantage of the loopholes in the draft before last year.
I would imagine AA sold Rogers on being able to spend within a budget and build up young talent, and then start to spend money elsewhere. Big market does not always equal big payroll, usually there has to be a balance between attendance and payroll. I'm still not sold on Rogers stepping up to the plate though, because I do believe this team has the foundation in it's organization to be a World Series contender, they'll just need to add pieces that might force them to take on a lot of salary. I think it's fair to judge the Jays on this offseason, both ownership and managment, especially with attendance being up this season.
