No doubt you are dealing with an inconvenient and somewhat annoying situation but your sense of entitlement is a bit over the top. He is parking on a public roadway.
He's probably on his own chatboard right now (CalgaryCrack.Com) starting a thread about parking in a cul de sac to complain about the preppie college boy still living in his parents basement that thinks he's the King of The Cul De Sac. He's probably commenting on how he laid off the glass pipe for a while so that he could finally afford a car only to sense preppie boy's rage when our crackhead friend parks in what is clearly the closest available parking stall to his own house too (coincidentally in front of yours).
He probably doesn't understand the term "neighborhood seniority" (neither do I...is your Cul de Sac unionized?) and longs for his old Cul De Sac in Forest Lawn where he could just blow up the car of whomever was questioning his parking choices. BUT he has probably made a conscious decision to try and turn his life around, so he knew he had to move to a better place where people had their values in the right place so that he could start taking the many baby steps he needs to get his life back on track.
He may be commenting in his own forum on how if it's that big of a problem he hopes you'll come chat with him so that something can be figured out and hoping that you're not the type of delta bravo neighbour that involves the municipality over something as trivial as parking on a public road without first having a congenial conversation.
Just because you have parked there since you first got your license does not in fact make it your spot - it just makes it the road in front of your parents house.
