If that is the case, it makes sense for them to stagger them, since Apple's "Hype Machine" can capitalize on it more.
edit: Correction, there is a new one as well. That doesn't make sense to me, unless they are shifting to capitalize on the Christmas market. Wonder if Steve Jobs had something to do with it not being that way previous to now.

The new Ipad is meant to be an alternative to the larger one currently available. Gives the consumer more choice. Staggering them would only make sense if you expected people to buy both the Ipad and the mini-one. A little ridiculous as you'd end up with a lot of people owning a, now larger, IPhone, an IPad, and a mini IPad. At most you need 2 of the 3.
