Stoney Trail is the name for the whole ring road, there's a west side and an east side. The NW and NE portions are currently open and the SE portion is under construction now (the SW portion is the one they want to build through the Reserve). Once the SE portion opens, you'll be able to go from south of the city to north of the city (and vice versa) bypassing the entire city.
People won't use Stoney to commute. Stoney is a bypass. By diverting people onto Stoney who don't want to go into Calgary, it will reduce traffic on Deerfoot.
