No, the rule is 26 or younger on September 15. So, by age, Cervenka is eligible.
The rule also says:
"To be eligible for the award, a player cannot have played any more than 25 games previously in any single season, nor have played in more than six games in two separate preceding seasons in any major professional league."
This rule prevented Gretzky from winning the Calder.
I don't know if they count the KHL as a major pro league. Ovechkin and Malkin both played multiple years in the pre-KHL Russian league and both won the Calder.
