I would like to say I am shocked that kids can be this brutal but I'm not. Kids used to be able to get away from bullying but with the internet, cell phones, social media everything kids do is available for all their peers to see.

I would say that with all the good social media can do, it's really compounded the bullying issue, especially when it comes to the general parental cluelessness about it. Even when the child moves away, they can still be hounded on social media by the same people that tormented them before. Those people can easily spread the word to those kids that live in the new town, at the new school, etc., and the reasons for the bullying can be broadcast to an unprecedented number of people than it ever could be before.
