I have seen a real noticable change in the city's execution of capital projects over the last 5 years or so. They have really stepped their game up as far as project management goes. Lots of on time projects.

It was a performance-laced contract. For every day they were late (or off schedule, I can't remember), they lose out on targeted completion date bonuses.
