It could still be, but that shouldn't change anything. Gay people don't need to use separate washrooms, so why would 'interest in other peoples genitals' have any bearing?
Just looking at it from a logical perspective, there are 2 options:
You have a biological male that is transitioning to a female and presents herself as such. She walks into a woman's washroom and uses a stall.
You have a biological female that is transitioning to a male and presents himself as such. He walks into a men's washroom and will need to use a stall.
At no point in the history of me using a stall in a washroom, have I ever had access to look at anyone else's genitals (that wasn't in the stall with me, but that's an entirely different story). So unless I am using these washroom stalls wrong, what the hell is the concern?
