Yes, the app on the phone needs to open for it to ring, bit of a downer but I leave the phone plugged in at home. It will still go to voicemail though but no indication of a missed call.
Just to update this a little. I left Dell voice running all afternoon and I didn't notice any real change in battery drain. I went down about 5% in a four hour span and that was with all syncs on. Very little use of the phone though.
