Yes - Siri does this and I use it occasionally but most of the times I'm setting reminders during a meeting when an action item for me comes up, and I have to do it silently.
It's bizarre that they built in voice-to-text-then-parsing for Siri/reminders on iOS, text parsing on OSX, but no text parsing on iOS.
