You will make a specific trip to a restaurant so you can sit on a patio with your dog in public? I can understand if you were going for a walk or something and wanted to sit at a patio but to take a trip out of your way for this express purpose seems strange.
As for tying your dog up - could you just not tie it up to something close to you, most bars/patios have a dog area there do they not?
