Sounds like only locked ones for launch. They didn't define the launch period nor if this policy would change.
My guess is it will remain this way till ample supply of the phone, to deter scalpers. Canada was essentially hunting ground for unlocked phones, and lots of people scooped em up and shipped em out of the country for massive $
