There is no alternative to the Tsuu T'ina route. A route around the west side of the reserve would be completely useless, as it would have to go WEST of Bragg Creek. A 37th Street route or any route further inside the city involves mass land purchases, and would cost much more, and provide a MUCH less useful road.
A 37th Street option, without going onto the reserve at all, involves buying up a significant strip of houses through both Lakeview and Glamorgan, and probably couldn't be built to a 100km/h standard around the corner.
There is enough of an alternative that the province doesn't have to give the Nation whatever they want, but there is no alternative that is good enough to just do it. It will always make more sense to wait for the Nation to agree to a deal.
