Maybe Cutler is too slow with his drops because the 3 step drop is designed to let you get back and fire the ball to the hot route. Thats determined pre snap where you need to throw too. From what I saw, which was only parts of the second half...at the 3rd step the pressure was already there. At which point I would think you put him in the shot gun, and really spread them out. Than there's no excuses to not get rid of the ball.
Mind you Cutler is a guy who likes to live dangerously I think and try to move around in the pocket to get the down field throws. When he's on, he can look brilliant...when he's not, he's terrible. Not a lot of middle ground with him.
