Edit: There are still cases of parolees being let out before the law indicates. In the Reena Virk case in 1998, a second-degree conviction was handed down in 1999, but one of them was on day parole in 2007, which is less than the 10-year minimum for second degree murder.
I think there are cases where exceptions are made in Canada, but for the most part, they do follow law.
