What I want to know is this illegal in Alberta, or most provinces for that matter? I know that in Ontario, bars/pubs have been found legally culpable after they serve patrons too much to drink, or refuse to give visibly intoxicated individuals water to sober up.

As stupid as this sounds usually clubs won't give you water from the fountain and make you purchase bottled water. That is from my experience anyways.
