I think the true test is if people immigrate to a country and the extent of minority rights. Do people move to Iran? Probably not and probably minimal minority reights. Do people move to Canada? Do people move to Israel? Very likely.
The Baha'i faith seem to be the focus of Iranian anger and so moving to Israel, or anywhere else Western is a great move.
