No, Israel decided to detain and deport in assorted circumstances, after receiving people at it's borders for years. No other western nation handles this any different, yet you choose to isolate Israel for this. Israel's neighbors though kill these people on site.

Why is it sad for Israel? Because of their history they should take on any citizen that arrives near it's borders? They certainly offer refuge, as you just stated they detain then release these people. Detain includes checkups, food, etc. and if they can, some form of immigration status. They don't just leave them at the border...
