Even with a majority, he can't go full on social conservative because that's not what people elected him for. He was elected because people perceived a measure of fiscal responsibility from him in a time where the economy scares everyone (rightly or wrongly). They couldn't push the online surveillance bill through without raising an uproar, and if he goes too conservative on the social side of things, he just makes it easier to vote him out/back to a minority next election.
