Yes, it would be better for pedestrians... but what if the cars were bigger or traveling at a higher speed? Some people are gonna get themselves killed, and get the pedestrians killed on top of that... so instead of having 4 people die, it would now be 5.
I'm not saying don't do it, I'm just saying do it with some common sense.
