Looks like it. I had originally posted wondering about him, but did a bit of reading and came across what you did.
Frustrating, but I get it. On the women's side, three of the current national team members are American born. LeBlanc is through and through a Canadian and has done so much for soccer in Maple Ridge. Then I look at someone like Sesselman who joined the squad just last year because her dad was born in Newfoundland. She didn't see an opportunity with the US squad and worked hard to get the attention of Canada Soccer. She's now a permanent fixture on the backline and is a big reason the women have been so successful the last 12 months. I was bitter about Leroux for a long time, who would have been a starter for the Canadian squad, rather a sub for the US team. Things work out for a reason. I hope the same can happen on the men's side. Soccer has a real chance to blossom in Canada in the next few years.
