The issue with Bartschi is he might be in a "loophole" based on the CBA wording.
Most 19 year old CHL players are not AHL eligible, since they don't turn 20 until after January 1 - the "18 year old" players born between January 1-September 15 in their draft year.
The 19 year old CHL players born between Sept 16 - Dec 31 are AHL eligible in their 19 year old season. The slide rule does not apply to these 19 year old CHLers - an example being Curtis Hamilton of the Oilers last year, provided they sign in their 19 year old year.
Since Bartschi signed in his 18 year old year, it seems like his ELC may well be eligible to slide provided he plays less than 10 NHL games in 2012/13.
