Yes, this the draft is for picking teams. As you say, it shouldn't take long.
As for the League Approval, I think two days a week is fairly reasonable. After all, trades don't go through immediately in the NHL anyways and the Commissioners for GM Connected can be busy at times. The 2 days a week is more of a guideline and it can be more or less depending on the commish of course. For me if I'm commish, I'll probably check the league every day at some point.
And there's only one Commissioner per league, just as in the NHL. I think it's better this way, so you don't get any conflicts or struggles for power. As long as the one guy in charge runs the league properly.
