I'm pretty sure my Bell contract says that- there is a per month fee for early termination; but a minimum of $200. So if paying out the remaining balance is cheaper that is what should be done. (Or so they mentioned when I got my phone.)

I would suggest calling back and letting them know that you were simply giving notice of your intent to not extend your contract; not asking for early termination.
