Either you mis-read it or that is incredibly in correcrt, atleast in Canadian policing. I'd be more likely to believe 90% of convictions are without any sort of interrogation or confession from the accused. With the exception of major crimes, numerous people are charged and arrested without "legally" speaking with them about the incident. Its purely based on physical and witness evidence.
And in regards to the whole asking for a badge thing...it doesn't work. That's not going to scare a cop or "straighten" him or her out. There's a bazillion ways of identifying an officer if you ever wanted to file a complaint without having a badge number and all cops know that. Just saying that line isn't going to change anything. If they're already being a dick, that's not going to make them a model cop. Everyone has a camera and everyone wants to record any interaction anyone has with cops. Cops aren't stupid, as much as society would love to think, but unfortunately we never see headlines of legitimate, exemplary police work, we only only see one off, negative situations like this.
