Nah, the staff is pretty vigilant, and everyone hears a big spiele while standing in line. I've been there dozens of times and never seen anyone attempt to stick their hands in the water or touch a penguin, but every now and then someone needs to be reminded about not leaning over the water with a camera or having a kid riding on their shoulders. The experience there is awesome and I sincerely hope there's never a need to put up netting, but of course it requires people being responsible. If people aren't being responsible, the zoo would need to act in the best interests of the animals.
