I'd think someone with a dog would understand that. If your dog ever got loose and hurt another animal I'm sure you wouldn't want another person to take out their frustration on your dog, would you?

A loose dog in the country harrassing horses and cows or anything else can definitely find itself in a shallow, unmarked grave with a .22 bullet between its eyes. Farmers/ranchers, I think, have that right.
Another wandering neightbour dog - a big malmute - a few years ago crawled home with an arrow in it during bow hunting season, then died.
I have a fence around my four acres. Beautiful place to be a dog. But they can't wander. They're safe as safe goes. Coyotes don't come in for some reason. But we've had bears, moose, stampeding elk, porcupine and badgers in the yard before. And cougars pass by.
A neighbour had a blind collie that used to wander over to our place, bumping its head off fenceposts and, I presume, counting paces. Very cute.
Nevertheless, a dog wandering off its property in the country is definitely in peril from a variety of things, including angry humans.
