That IMO should be between the teacher/union and institute. It should not be a legal matter. That is a prime example of wasted tax dollars on frivolous charge. If the educational institute wants to remove an educator from their position for that, that is there prerogative, but it should not be a legal issue if it is between 2 (or more in this case) consenting adults. Losing a career over it is enough of a punishment, it certainly does not deserve 20 years in prison.
If a student is old enough to go to war and die for their country, they are old enough to decide who they have sex with.
