Future growth, nicer facilities for international and US traffic (easily the ugliest part of the terminal currently). Also, to some extent, keep up with (and stay ahead of) the Joneses.
Perhaps the CAA could have phased it so they didn't have to build so much off the bat, but it would probably feel pieced together then. essentially, they are building 20-30 years of expansion all at once.
