As for IDE, I suspect Intellij would be nice and I think our OTW dev used Eclipse. As far as designing nice GUI's, that is a broad question but my short answer would be: Keep it simple. Also, hire a great designer (like KTrain).

Angry Birds Space has a free (ad supported) and a paid version, along with Rovio's new game Amazing Alex. same with Cut The Rope, with the paid version having over 1 million downloads
a lot has changed with Android over the last few years (since the original Angry Birds was released), Google has made great strides in making their Play market more secure and the userbase has become far more mature. when you can release a free and paid version of your app side-by-side, and over a million people pay for the ad-free version, that says something
