As one would expect to be punished for speeding, this officer should be punished for what he did. 20 day sentence is a slap on the wrist. Anyone other than a cop would have gotten more I would imagine.

Sure. Legally, it's black and white (although I would imagine the sentence falls into the confines of the law
). Morally, age of consent is very much grey.
