If this is the same project I think it is, this airport will cater to private jets of small and medium size. No commercial jets as of right now, but lots and lots of private / company-owned aircraft.
From what I hear, they will not be cheaping out on the airport. This project has been in consideration for over three years - ironically, a lack of funding at this point is one of the main issues this project isn't further ahead than it is.
