I don't want to put words in his mouth but he might be talking about the fact that the clubs in the SPL are putting their league and themselves on the verge of extinction to punish a club for not just being financially responsible but also a lot better than them.
Even if it was not about getting back at Rangers, it is very short sighted because you are also punishing those who were being financially responsible and they will end up much worse off. Also, maybe they should have stood up and done something earlier rather than graciously picking up the windfalls that came with Rangers' success.

To be honest, I think he's set on going to City. As such, why lose him on a free to those mercenaries next year when we can cash in and move forward this year?
