I think if any adult wants to ingest something into their own body that is known to cause cancer, fine. Do it on your own time and away from me. I don't like it when helpless kids are subjected to the same punishment that adults willfully inflict upon themselves. I don't necessarily think legislation or laws are the answer all the time, but maybe need to realize they are harming their kids.
