The cable broke/disconnected and is nice and frayed and jammed in there. To get it up, take your interior door panel off, untangle the mess to free the window, and tape it up. Order yourself a new regulator online (assuming this is the problem) and replace.

Can you hear the motor trying to turn? If not it might be a burnt out motor, same idea, but your regulator/cables will be fine, just disconnect the motor from the regulator to free the window, put the glass up, reconnect the motor and it will stay up without tape until you get ahold of a new motor.
