The problem is EU itself, tons of tiny nations scrunched up together and only one of them legalizing prostitution, marijuana, etc.. You can figure out how that will end up before you even start.

Canada is a massive nation with 1 neighbor and this will be a different story here, especially if you look at Australia which has a lot in common with us.
