I went through the Calgary Separate School system and although I don't agree with the Bishop's stance, there is obviously a majority of people who belong to that institution that do agree with the Bishop. It is their right to set up their own administrative rules and their right to be led spiritually and guided by the him and church doctrine.
They are also free to leave the church or the CSSD, stay and go to your own doctor/clinic to get the vaccine, or better yet write to or elect trustees that support the HPV vaccine as part of the vaccination program.

I know a lot of Catholics, but none that agree with the bishop. I'm not saying there aren't Catholics that agree with him, but I don't think they're a majority. However, the Catholic board will not disobey him - when they've argued with him in the past he's threatened to withhold his blessing from the teachers/schools (which Catholics do take seriously).
Also going to your own doctor/clinic is easier said than done - it's not available everywhere. I've heard from a few people in the Catholic system who have ended up having to pay to get the vaccine for their daughters (which probably contributes to the very low uptake rate).
